On December 31, 2018 at around 2 pm, six bombs were dropped by the 401st Brigade of the AFP on the mountainous areas 150 meters away from the communities of Decoy and Panukmoan, Brgy. Diatagon, Lianga, Surigao del Sur. The said bombing brought fear and trauma to the lumad residents prompted them to evacuate in the nearby community of Manluy-a on New Year’s Day until January 3, 2019. Prior to the bombing drone was spotted on the said areas.
January 8, 2019 at around 3 pm, two helicopters again dropped bombs on the said communities.
January 12, 2019, one motorcycle habal-habal driver resident of km.15 was shot by around 30 military men of 75th IBPA and was able to jumped from his motorcycle, later he was dragged to the upper portion of the road and interrogated. Another two habal-habal drivers were also interrogated by the same troops and one was hit with a rifle barrel on his stomach. This incident prompted again of the residents of Sitios Decoy and Panukmoan to evacuate to Sitio Manluy-a. The military has a record of human rights violation every time they conducted operation on the lumad and peasant communities.
Today, January 21, 2019 at around 2 pm, 55 families with 300 individuals from sitios Manluy-a, Panukmoan and Decoy; 61 learners and 2 volunteer teachers of Panukmoan Community Learning Center and 35 learners and 2 teachers of Manluy-a Community leraning Center, alternative learning centers run by Tribal Filipino Program of Surigao del Sur evacuated to Sitio Km. 9, Brgy. Diatagon, Lianga, Surigao del Sur. They decided to seek refuge to save their lives because of the series of bombings in their communities, they’re afraid to go to their farms and food is restricted in the military checkpoint stationed in Neptune, Brgy. Diatagon, Lianga.
