Barug Katungod Mindanao condemns in the strongest terms the recent killing of Dannyboy Bautista, 31 years old, at around 6pm on October 31, 2018. Bautista was an active member of the Nagkahiusang Mamumuo sa Suyapa Farm (NAMASUFA) and was shot four times at the Compostela town public market, Compostela Valley Province, resulting to his immediate death.
The killing of Bautista comes as another brutal attack on civilians following the violent dispersal of striking NAMASUFA members on October 18, 2018 by the joint forces of the Armed Forces of the Philppines (AFP), Philippine National Police (PNP), Local Government Unit of Compostela and the goons and company guards of Sumifru Philippines, a banana exporter and a local subsidiary of Japan’s Sumitomo Corporation.
This manifests yet once again the state of impunity engendered by Martial Law in Mindanao. The killing of Bautista is a translation of the caustic rhetoric of President Rodrigo Duterte to kill and eliminate trade unions especially those under the Kilusang Mayo Uno.
The military and police are emboldened by the public pronouncements of their commander in-chief to kill, especially with the lethal and full implementation of Oplan Kapayapaan to fully justify the regime’s open fascist attacks and political crackdown on activists, sectoral, and community leaders.
The continued implementation of Martial Law in Mindanao and its looming extension as “recommended” by the Executive Committee of the National Security Council convened by Duterte in Cebu last week, will be adding salt to the wounds of the victims.
In Southern Mindanao alone, there have been 89 victims of political killings, 58 of which, including Bautista, occurred under Martial Law. Bautista is the 154th victim of political killing in Mindanao since Duterte took office.
The assault on trade union rights is part of the package prepared by Duterte to completely suppress political dissent as the regime is growing more isolated because of its failure to address rising inflation, imposition of more tax burdens, and its self-exposure as facilitator of drug smuggling in the country.
Part of this fascism package is its filing of trumped-up criminal cases like murder, frustrated murder, kidnapping, arson and the like against 686 civilians all over Mindanao. It has also paraded around 1,000 civilian victims of fake and forced surrenders.
Duterte and his security council is laying the ground work for unlimited and a more widespread Martial Law, whether official or de facto. Martial Law extension would mean keeping 75% of its Armed Forces or at least 74 Army Battalions deployed in Mindanao primarily to serve and protect operations of logging, mining, and unhampered expansion of plantations by the oligarchs and transnational corporations. De facto Martial Law would mean the rule of Duterte’s military junta as he consolidates and exercises power with his inner circle of military and police generals in the cabinet.
Justice for Dannyboy Bautista can not be attained under Duterte. As he brags in his speeches, Duterte is the perpetrator of these attacks, and we hold him accountable. But the people will not be cowed by the open fascist terror attack of this government. Duterte and his cohorts will surely face the people’s wrath in due time.
