“The Alliance of Concerned Teachers Region X (ACT – Region X) condemns the police’s profiling of its members. This is a blatant violation of our right to privacy, and a form of harassment toward the voice .”
This was the statement of Ms. Ophelia Gallardo-Tabacon, Alliance of Concerned Teachers Region X President and ACT National Council.
She narrated that a letter signed by a certain SP03 Marvin Bolanio (PS-2 Chief Intel) addressed to the Principal of Camaman-an Elementary School was brought by P02 Erwin Ilagas and a companion who did not provide his identification on January 14, 2019 at around 2:00 in the afternoon. The said letter is requesting for a list of teachers who are members of the Alliance of Concerned Teachers (ACT).
This is despite the statement made by Philippine National Police Chief Director General Oscar Albayalde at a Camp Crame press briefing on January 7, 2019. He siad that he did not sign any order requesting for lists of ACT members.
The Department of Education (DepEd) also released Memorandum No. 002, series of 2019 entitled “Interagency requests for data that may involve sensitive personal information” signed by Secretary Leonor Magtolis Briones, stating that “DepEd hereby directs its officials to refer to interagency requests for data that may involve sharing of sensitive personal information in their custody-whether they may be of teaching or nonteaching personnel, or learners-to the office of the Secretary, attention: Data Protection Officer, for evaluation of applicability of pertinent laws and regulations including the Republic Act No. 10173 entitled Data Privacy Act of 2012.”
Profiling in a way to threaten ACT members is a clear violation of the right to self-organization, freedom of expression and assembly, right to privacy, as well as the Republic Act No. 4670 (Magna Carta for Public School Teachers) – Sections 27, 28 and 29.” Ms. Ophelia Gallardo-Tabacon added.
